Is it possible to have multiple GSM modems connected and randomize the sending of sms messages through the various modems?

Yes, this is possible with ActiveSMS Advanced.

ActiveSMS Advanced can support up to 8 GSM Modems.

Message sending will be randomly load balanced across all available GSM Modems.
